I'm sure someone here does, although you might get an answer from the PGC regs as well.

Baiting for hunting fox is illegal in Pa. It is legal for coyotes. But, you cannot use a roadkill for coyote bait. You could pick up a roadkill, get a tag, leave the unused/inedible portions for coyotes. I've discussed this with a good friend of mine who is also a game warden. I'd like to see Pa loosen up on this a bit, however thank all the poachers for the PGC being so shell-shocked about every dead deer and parts. Wardens can loosen up when they can put a responsible hunter to a name and face.

With that said, I do know some enterprising young men, many (20) years ago, that established a fox bait with deer parts...it was a circus, especially when the snow iced up. I'm just saying it does work. I'm not suggesting anyone break game laws.

You can hunt coyotes over inedible parts of legally harvested deer. Might be a good idea to have a freezer to "save parts" until it's time to establish the coyote bait.
